Wolf wants to add $1.3B in basic-ed funding, distribute with fair formula

Gov. Tom Wolf is proposing to add more than $1.3 billion in basic-education funding and wants to use the state’s fair-funding formula to distribute all basic-education funds to school districts. Wolf said Tuesday his proposal would “ensure students in every community have the funding to succeed” and would be funded by a personal income tax increase to 4.49%, up from 3.07%. The administration claims expanding exemptions would allow two-thirds of income taxpayers would pay less or the same.
