2019 Pennsylvania State Literacy Plan

The 2019 Pennsylvania State Literacy Plan (PaSLP) is a detailed and comprehensive document designed to support the efforts of districts and charter schools in developing and implementing their own literacy plans aligned to the PaSLP. It provides schools with information that they can use to analyze literacy needs, and to develop curriculum addressing the needs. The document also provides school leadership with information to develop professional learning experiences for teachers.
The updated plan provides:
• Guiding principles, based on research findings that provide a foundation for improving literacy acquisition and instruction (birth – grade 12);
• Essential Elements that describe the basic components critical to developing and implementing an effective literacy plan. The Essential Elements are necessary for operationalizing the assumptions and beliefs identified in the Guiding Principles. Each of the Essential Elements includes a definition and rationale for its inclusion, implications for instruction, and a list of resources for educators;
• Implementation Plan that summarizes recommendations for action, provides a template for developing a local comprehensive literacy plan and a rubric for assessing the quality of the developed plan;
• Recommendations for various stakeholders who impact teaching and learning; and
• Assessment Section that provides ideas for developing an assessment plan and describes data team meetings.
The Pennsylvania Department of Education (PDE) has recorded and posted a webinar about the 2019 Pennsylvania State Literacy Plan (PaSLP Webinar). It includes an overview of the 2019 PaSLP, highlighted changes, discussed appropriate implementation, and use of the document.
PDE encourages all district and school leaders, curriculum coordinators, English Language Arts (ELA) departments, and all teachers who may be responsible for the teaching and learning of English Language Arts to view the webinar.
