It felt Wednesday like the protracted Pennsylvania state budget talks finally got serious. The seriousness came in the form of a new proposal from the majority Republican legislative leadership teams that would give Gov. Tom Wolf key public education funding he seeks in exchange for a new round of reforms to the state’s major public employee pension plans.
