This is the last week of school for students in the Octorara Area School District, but the school board and teachers’ union still have some unfinished business. The Pennsylvania Labor Relations Board on May 20 issued a formal fact-finding report with recommendations for a new collective bargaining agreement after 21 months of negotiations between the school board and union failed.
